What Not
The Great War is finished: England is once more at peace. What can have caused such a War, except stupidity? What, if not intelligence, can prevent another? This view gives rise to a new ministry: the Ministry of Brains, under whose regulation foolish marriage is discouraged, and stupid children taxed. But will the public put up with this kind of regulation? Can the will to disorganised love be suppressed - in the townships of England, or, indeed, within the Ministry's own walls?
