Jean de La Fontaine was a 17th century French writer and translator, best known for his fables and other tales. He was quite famous during his own lifetime, being a member of the French Academy and having numerous portraits, busts and statues in various institutions.

This particular translation to English was done by Elizur Wright, an American author, editor, abolitionist, inventor, and mathematician. He also took an interest in the economics of the life insurance industry, spotting fraudulent or unsustainable business models. - Summary by redrun
