Born in England, but educated in Quebec, Fletcher became in 1842 a land surveyor and was for many years an officer of the surveyor-general's department in Canada. In 1878 he was appointed surveyor-general of Quebec, retiring on pension in 1882. In his early days he was a contributor to the Literary Garland (Montreal, 1838-51), and to the Transactions of the Quebec Literary and Historical Society.
